Governments’ different views on cryptocurrencies
The Financial Action Task Force (FATF) announced their final recommendation for governments in regards to crypto-assets and AML (Anti-Money Laundering) regulations in June 2019. The latter mainly revolved around “Virtual Asset Service Providers” (VASPs); i.e. crypto-exchanges, as most are currently operating in a grey area.
The recommendation can be simply summarised into: “VASPs must declare the identity of both sending and receiving parties of any transfer above a certain limit”. As these regulations shall be implemented in 2020, Paraguay’s Secretary for Preventing Money and Property Laundering (SEPRELAD) announced an audit to be done on all VASPs that operate in the country.
In the announcement, it is premised that any company that carries or has carried any sort of dealings with virtual asset of any nature must submit their data; including the list of clients, from January 2015 up until November 2019. This effort from the government of Paraguay will make it fully compliant with the FATF’s guidance by H1 2020.
On the other side of the world, a government took a different approach to cryptocurrencies and banned their citizens from purchasing digital assets completely. The new regulations exclude current holders of digital assets and allows them to trade only on two licensed exchanges, given their successfully pass the KYC process and can account for the origin of funds; or else the capital would be deemed illegally obtained.
